Create a local user account during the initial Windows Home setup process.

 

Method 1: The BypassNRO Command (Recommended)
 
  1. On the "Let's connect you to a network" screen, press Shift + F10 (or Shift + Fn + F10 on certain laptops) to open a command prompt.
  2. Type OOBE\BYPASSNRO Exactly as shown, and press Enter.
  3. Your PC will automatically restart and launch the setup screen again.
  4. Proceed through the initial region and keyboard selections.
  5. When you reach the network screen again, an "I don't have internet" option will appear on the bottom left. Click it.
  6. Click "Continue with limited setup".
  7. Enter your desired username, password, and security questions to create your local account

Method 2: The localonly Command

  1. On the "Let's connect you to a network" screen, press Shift + F10 to open the command prompt.
  2. Type start ms-cxh:localonly and press Enter.
  3. The offline account creation window will automatically appear.
  4. Enter your username, create a password, and follow the prompts to finish your setup
